Why open more safari parks while animals dying at alarming rate?

In the country's zoos and safari parks, animals are dying at an alarming rate. But the government has apparently done nothing to protect animals. Rather the government seems to be interested in establishing more safari parks.

Why are they more concerned with bringing animals from other countries than preserving our wildlife? What can be done to ensure the safety of wildlife?
