Why are engineers threatening non-compliance in development projects?

The government has decided that the implementation of development projects at the district level from now will be under the supervision and authority of deputy commissioners.

Now, the implementation professionals relating to these projects are showing strong agitation against this decision.

Even the Institution of Engineers, Bangladesh is threatening non-compliance if this directive is not reversed.

Why has this decision been taken? Why do engineers and other implementation professionals oppose this decision?
