Why another Tk 1,000 cr for Dhaka Metro Rail?

The first metro rail project of Bangladesh is currently underway. The route from Uttara to Agargaon will be inaugurated on December 16 this year. Rest of the project is supposed to be completed by December 2023. However, the Metro Rail authorities once wanted an additional Tk 11,000 crores to finish the construction. Now the authorities are asking for additional Tk 1,000 crores for running and maintenance of the project. Why does the cost keep increasing?
