What's stopping relocation of chemical warehouses from Old Dhaka?

On June 3, 2010, 117 people were burnt alive in the Nimtoli fire tragedy of Old Dhaka. The authorities decided that extremely dangerous chemicals would no longer be kept in Old Dhaka.

Due to the lack of any action, on February 20, 2019, fire broke out at a chemical warehouse again, in Churihatta, where 71 people died.

The authorities made promises for a while yet again, but soon everyone fell silent. As a result, there are still factories and warehouses in Old Dhaka.

What is the hold up in improving the living conditions in Old Dhaka? What steps have been taken for the families of fire victims?
