What are the problems behind ADB-backed development projects?

There are 12 ongoing projects in Bangladesh's transportation sector which are being implemented with loans provided by the Asian Development Bank. However, mirroring other state and megaprojects, 9 of the projects were revised multiple times, and the remaining 3 are yet to reach the construction phase.

Considering all these, Asian Development Bank has presented some chronic problems which the organisation finds as the major issues in implementing the projects.
