Payra Bridge: Is there a reason behind the delay and extra cost?

From Barishal city, the route to the under-construction Payra Sea Port is straddled by four rivers and there are seven rivers on the way to Kuakata beach. Payra river is the only one of these rivers without a bridge. The construction of the Payra Bridge took an extra five years and it cost 3.5 times the original estimate.
