How did a family from Habiganj end up owning a river?

Suki river in Habiganj, a 23-kilometre-long river is "owned" by a family.

Ahmed Zulkar Nain and his family not only own the river but also lease it to Yahya Fish Industries, their family-owned business.

The government, on the other hand, is the exclusive owner of rivers under Bangladesh's State Acquisition and Tenancy Act of 1950.
