EC formation: Why aren’t BSD, CPB, BNP willing to hold dialogue with the president?

Communist Party of Bangladesh and Bangladesher Samajtantrik Dol have declined the president's invitation to discuss the next election commission. BSD mentioned that nobody listened to their suggestions in 2012 and 2016. The Head of CPB said that the president does not have any power to elect the election commission. While, BNP's Ruhul Kabir Rizvi said that the president's dialogue is a pointless affair.

What is the purpose of the president's dialogue? Is this initiative enough to form an acceptable election commission?
