Are these avoidable deaths on roads 'accidents'?

There's no fitness certificate for nearly 5 lakh registered vehicles. Countless more unfit unregistered vehicles are plying the country's highways. Around 37 lakh licences were issued to people for nearly 47 lakh vehicles. On the rough roads of Bangladesh, unfit vehicles are being driven by unlicensed and unqualified drivers. As a result the numbers of deaths from road accidents are increasing every year.

Why aren't fitness of vehicles ensured? With so much irregularity and negligence, can these avoidable deaths on roads be really termed "accidents"?
