Are Hilsha farmers getting fair share of rations during ban?

Hilsha fishing, selling, and transporting have been banned for two months in six Hilsha sanctuaries. At least six lakh families from six districts are dependent on Hilsha fishing. The government allotted 40kg rice for each of these families per month. However, there are allegations that the affected fishermen are not even getting the allotted rice even as months pass by.

Why is this mismanagement? Is 40kg rice per month enough for a family to survive? If not, how are they to survive?
