What Japan’s changing Indo-Pacific strategy means for Bangladesh
For decades, security in the Indo-Pacific was measured largely through naval fleets, fighter jets, missile ranges and military bases. That definition is becoming dangerously outdated. Artificial intelligence, autonomous systems, cyber capabilities, advanced semiconductors, secure data networks, critical minerals and resilient supply chains increasingly determine whether conventional military power can actually function. The distinction between technological supremacy, economic security and military capability is therefore disappearing. Japan's evolving Free and Open Indo-Pacific strategy reflects this transformation and offers an important lesson for Bangladesh: future security will depend not only on how much military hardware a country possesses, but also on how resilient the technological and economic systems supporting that hardware is.
From FOIP 1.0 to FOIP 3.0
Japan’s original FOIP vision, launched in 2016, was premised on the rule of law, freedom of navigation, connectivity and maritime capacity building. By 2023, the framework had widened to include cybersecurity, economic resilience, digital infrastructure and security cooperation beyond the maritime domain. Japan reinforced this transition through Official Security Assistance and large-scale infrastructure commitments across the Indo-Pacific. The emerging FOIP 3.0 goes further by bringing AI, semiconductors, data infrastructure, critical minerals, energy security and defence capacity into the same strategic equation. Programmes involving OSA-supported patrol boats, radars and UAVs, the POWERR Asia programme, Open RAN, digital connectivity, AI-computing cooperation and semiconductor partnerships show how Tokyo is increasingly viewing economic resilience and military capability as intertwined elements of national security.

Destroying the weapon itself is therefore no longer the only way to reduce an adversary's military effectiveness; disrupting the network, software or supply chain can achieve similar results

Taiwan’s repeated submarine cable disruptions demonstrate how digital connectivity has become a form of critical infrastructure, while China’s restrictions on rare-earth exports demonstrate how control over essential industrial inputs can be used as a source of strategic leverage.The impact on Red Sea shipping likewise demonstrated how geopolitical conflict can affect global trade, production and transportation costs in the blink of an eye. National security is consequently becoming as much about maintaining the functioning of critical systems as it is about defending physical territory.
Why this matters for Bangladesh
Bangladesh is already exposed to this changing security environment. The traditional dimension of instability along the Myanmar frontier was demonstrated when mortar fire and gunfire spilled over into Bangladesh, and members of Myanmar’s security forces entered Bangladeshi territory during fighting. Another strategic concern relates to the continued presence of some 1.2 million Rohingya refugees, given the risk of long-term instability in Rakhine State. But the threat environment extends beyond the border. Cyber threats targeting Bangladesh’s defence and security institutions demonstrate how vulnerabilities in intelligence, communications and command networks can pose serious national security risks even without an adversary physically entering the country. Conventional forces remain important, but naval platforms and aircraft alone cannot provide sufficient deterrence if communications, surveillance networks, data infrastructure and decision-making systems remain vulnerable.
Japan, beyond military hardware
Japan’s growing defence relationship with Bangladesh offers more than an opportunity to buy equipment. The handover of five OSA-supported patrol boats to the Bangladesh Navy in July 2026, for example, could be one element of a broader architecture including coastal radar, UAVs, satellite-based Maritime Domain Awareness, AI-enabled information analysis, cybersecurity and secure command networks.
Properly integrated, these systems could enable Bangladesh to detect suspicious maritime activity, rapidly process information and coordinate responses across different agencies and military services. Such capabilities would be particularly valuable against grey-zone activities that deliberately remain below the threshold of conventional warfare. Japan's contribution should therefore be viewed less as a source of individual platforms and more as that of a potential partner in building an integrated surveillance, intelligence and deterrence ecosystem.
But deeper cooperation with Japan should not imply automatic geopolitical alignment. Bangladesh has deep economic ties with China, and systems of Chinese origin are an important part of its defence inventory. In an increasingly polarised Indo-Pacific, Dhaka risks being seen as taking sides if it does not manage the relationship carefully. Bangladesh should therefore pursue capability-based cooperation rather than bloc-based alignment. Japanese technology, finance and security assistance should be used where they strengthen Bangladesh's independent national capacity, while diversified relations with other major powers are preserved. Strategic autonomy does not require avoiding partnerships; it requires ensuring that no single partner becomes indispensable.
Bangladesh does not need to adopt Japan's FOIP wholesale. It should instead absorb its central strategy. The next Indo-Pacific crisis may begin not with missiles, but with a cyberattack, a severed cable, an export restriction, a disrupted satellite connection or a blocked trade route.
Bangladesh needs its own resilience architecture
The larger obstacle may be institutional rather than geopolitical. Defence, cybersecurity, telecommunications, energy, digital infrastructure and economic security are managed by separate institutions, even though contemporary threats increasingly cut across these boundaries. A cyberattack on an electricity grid, damage to a submarine cable or disruption in semiconductor supplies can quickly become a national security problem. Bangladesh therefore needs an integrated resilience framework linking maritime surveillance, cyber defence, satellite information, AI-enabled analysis, critical infrastructure protection, energy security and supply-chain resilience.

The next Indo-Pacific crisis may begin not with missiles, but with a cyberattack, a severed cable, an export restriction, a disrupted satellite connection or a blocked trade route. In that environment, national power will increasingly be measured not simply by the weapons a state possesses, but by whether its military, digital and economic systems continue to function under pressure. Japan's FOIP evolution provides Bangladesh with an opportunity to prepare for that future, provided Dhaka strengthens its capabilities without sacrificing strategic autonomy.
