New organogram to restructure CDA soon

Proposal to create 52 new posts and abolish 53 to make the organisation planning authority

New organogram for Chittagong Development Authority (CDA) is under consideration of the Ministry of Finance to restructure the organisation, sources said. According to the new organogram, 52 new posts will be created and 53 abolished. The Ministry of Housing and Public Works and the Ministry of Establishment have already approved the proposal for restructuring and making the CDA a planning authority. The organisation needs a new organogram to implement its comprehensive policy-based plan Chittagong Metropolitan Master Plan (CMMP) for developing physical infrastructure, communication system and outline for socio-economic development of the city, sources at CDA said. CDA proposed restructuring its organogram with 61 new posts under 26 categories and abolition of 53 under 14 categories late last year. The proposal consistent with the CMMP recommendation was made to establish a full-fledged planning department enabling CDA to take up the urban planning responsibilities. The Ministry of Housing and Public Works approved the revised proposal with 52 new posts under 26 categories alongside the proposed salary scale and a draft recruitment rules in April this year. The establishment ministry with its approval sent the proposal to the finance ministry for finalisation in June. The new posts include a chief town planner to head the planning wing, a deputy chief town planner, two town planners, one authorised officer, one senior architect, one system administrator, one deputy secretary, five assistant town planners, one assistant architect, four assistant authorised officers, an assistant system operator, a law officer, a staff officer, a public relation officer, three geographic information system operators, a computer assistant, an estimator, a stenographer (PA) and a steno-typist. The posts to be abolished are one assistant planning officer, a senior accounts assistant, 12 overseers, eight sweepers, seven chainmen, four draftsmen, three sub-overseers, one head sweeper, one work assistant, one tracer, one daptari, one security guard and one latrine cleaner. The CMMP prepared with the technical assistance of United Nations Centre for Housing and Settlement (UNCHS) and financial assistance of United Nations Development Programme (UNDP), also recommended for restructuring the CDA with a full-fledged planning department and abolition of several posts which were of no use. With the new organogram, CDA will have a full-fledged planning department to help implement CMMP plan of around Tk 12 crore, sources added. The deputy secretary will work as coordinator between the assistant secretary and the secretary, who will be appointed at CDA on deputation, sources said. CDA Chairman Shah Mohammad Akhter Uddin said CDA so far could not be developed as a planning-based organisation due to lack of workforce, particularly the planners, architects and geographic information system operators. He said the new organogram will help CDA perform up to the desired level and implement projects that were not implemented earlier due to lack of workforce and expertise. The CDA chairman sought cooperation of all the development partners and organisations concerned for implementation of CMMP plans.
