Removing unfit vehicles

The editorial titled 'Seeing unfit vehicles off the street' (published on July 5, 2015), was a rational and appropriate one. But the question is; who will bell the cat? For traffic police, it seems like unfit vehicles are a regular cash cow! Who would want to be deprived of this source of income? Both unauthorised vehicles and drivers offer that source. Will they kill such a milk yielding cow? I'd say no way! A pragmatic solution could be to move unfit vehicles from the roads to the nearest police station, keep them there for a year or so and then sell them off as scrap. The money thus recovered, after deducting the costs incurred for arranging the auction, could be kept in a separate account, and once in two years, distributed among traffic policemen.  This could be one way to ensure that unfit vehicles stay off the streets.
