Mass promotion or mass mess-up?

Recently I have come across a news report which summarised the mass scale mismanagement in the public administration sector through mass promotions. Promotion is usually the recognition of any employee's outstanding performance or significant contribution in his or her career that needs individual recognition. But this type of mass promotion makes the whole matter de-motivating for the more efficient employee and also ends in loss of money for the employer.

One feels that probably, this is a measure adopted by the government top management to win the favour of bureaucrats and thus, possibly help the government to win the next election. This may be tantamount to bribing the public servants.
