Are we a parliamentary democratic country?

We call ourselves a parliamentary democratic country. But the truth is that it is neither a parliamentary nor a presidential system. We have been prime ministerial since we toppled the last dictator. All decisions in the country are made by the prime minister. Ministers just carry out whatever the prime minister desires. Ideally a minister's proposal should go to the prime minister's desk directly. I guess in our case, proposals take the bureaucratic route and then climb up the ladder at a snail's speed.
