CDA plans to develop 900 more plots

Chittagong Development Authority (CDA) has started the process of implementing the second phase of project titled 'Kalpaloke Phase-II' at Bakolia along the river Karnaphuli.

CDA handed over 400 plots under the Kalpaloke Residential Area Development Project Phase-I in March at the same area.

Under the project titled 'Kalpaloke Phase II,' some 900 residential plots will be developed on some 90 acres of land to the southeast of Kalpaloke Phase-I project site.

CDA has finalised the process of acquiring land, mostly belonging to private owners, for the project.

It would float tender immediately after the district administration issues demand notes to CDA for handing over money to acquire land and pay compensation to the affected people, sources said.

For landfill at the project site CDA will use the sand to be dredged out of the river Karnaphuli. Two small canals running through the project site will be preserved to give the area a natural and panoramic look, said the sources.

Earlier, CDA allotted 400 plots under first phase through lottery in presence of the applicants on March 22.

The lottery and announcement of plot owners' name were made as per the revised Kalpaloke Residential Project Plot Allotment Policy 2005 to make the process transparent, fair, impartial and acceptable to all.

The ministry for housing and public works sent the new plot allotment policy to CDA on July 17 last year cancelling the Plot Allotment Policy 2004 to stop nepotism, irregularities and corruptions, said the sources.

As part of its efforts to solve the housing problem in the city, CDA has so far implemented eight residential projects in its areas where some 3500 plots have been allotted, sources said.

The residential areas CDA developed till date include Agrabad CDA Residential Area (R/A) with 700 plots, Silimpur R/A with around 1000 plots, Karnaphuli Bamtir R/A with 500 plots, Chandgaon R/A phase I and II with 900 plots, Katalganj R/A with 100 plots, Colonelhat R/A with 70 plots, Kalpaloke R/A phase I with 400 plots.

Of them, projects in Silimpur and Karnaphuli residential areas scheduled to be implemented by 1983 and 1993 did not succeed as the authorities could not provide utility services till date. The project sites have been lying as grazing fields.
