Upgrade the status of UP secretary

Union Parishad (UP) is the root level unit of the local government administration and a UP secretary plays a very important role there. Operating the village court, supervising various government sponsored projects, VGD, VGF, employment generation programmes for the poorest (EGPP), registering births and deaths online, supervising the union information and service centre, operating the bank accounts of the UP, etc., are done by a UP secretary.

In UP secretariat, salary scales of officials including sub-assistant agriculture officer (Block Supervisor), sub assistant community medical officer, animal health assistant, assistant teachers' officer (ATO) and several employees have been upgraded. Educational qualification of these officials is not higher than that of the UP secretary. Though only second class graduates are appointed as UP secretary, most of them are master's degree holders. In this circumstances, UP secretaries are frustrated with their jobs. Though the ex-state minister of local government assured of upgrading the salary scale, it has not been done yet. Please upgrade the status and salary scale of UP secretaries ASAP.
