SC sends draft of Supreme Court Secretariat Ordinance to law ministry

The Supreme Court sent the draft of the Supreme Court Secretariat Ordinance, 2025 to the law ministry today after amending the previously submitted draft of the Judicial Secretariat Ordinance, 2024.

According to a press release issued by the Supreme Court, the ordinance has been prepared to institutionalise judicial independence.

It outlined the recruitment, promotion, transfer, budgeting, training, and development processes for lower court judges and staff under the proposed Supreme Court Secretariat.

A letter signed by Registrar General Aziz Ahmed Bhuiyan accompanied the draft. It also included a concept paper on the establishment of the Supreme Court Secretariat, a list of proposed amendments to the Rules of Business 1996 and Allocation of Business, and a draft of the Supreme Court Secretariat organogram.

All documents were sent to the secretary of the law and justice division under the law ministry for necessary action.

Significant progress has been made in laying the legal foundation for a separate judicial secretariat, with positive backing from the interim government, the press release said.

On September 21 last year, Chief Justice Syed Refaat Ahmed had announced his intention to pursue the establishment of a separate secretariat during an address to lower court judges.

The move followed long-standing demands from Supreme Court lawyers for an independent secretariat.
