Nilphamari CS finally made OSD, transferred to Dhaka

The civil surgeon (CS) of Nilphamari, Abdur Rashid Akond has been made officer on special duty (OSD) and transferred to the capital, following two-month-long agitation by 'deprived' job seekers, freedom fighters, and locals in protest against alleged corruption in recruitment of health department employees in the district. In a heath ministry order signed by Deputy Secretary Humayun Kabir and issued on November 14, Abdur Rashid Akond was asked to join the health directorate office at Mohakhali in Dhaka without delay. Shahadat Hossain, director of health department in Rangpur division, confirmed the matter. Abdur Rashid Akond left his workplace yesterday afternoon after handing over the charge to Upazila Health and Family Planning Officer Dr Abdul Mazid. Health department in Nilphamari on May 19 this year sought applications for recruitment to 83 posts of third and fourth class employees in 12 categories. After completing the formalities, the Nilphamari CS, also member secretary of the selection committee, published the final list of 70 recruited candidates out of 83 in 11 categories on September 10. Publication of names of rest 13 recruited candidates for office assistant cum computer operator category remained suspended as there was a court injunction. The injunction was enforced on September 7 as Mohabbat Hossain, a candidate, also son of a freedom fighter, filed a petition with Senior Assistant Judge's Court in Nilphamari complaining of corruption against the CS in the recruitment process. Deprived candidates as well as freedom fighters and locals alleged that gross irregularities were done in the recruitment process and appointees were selected through bribery. After publication of the list of recruited candidates, freedom fighters and locals started agitation programmes demanding removal of the civil surgeon and bringing him to book. The Daily Star on October 17 ran a report on the alleged irregularities in the recruitment of health department staff in Nilphamari district. On October 26, a one-member inquiry committee of the Anti-Corruption Commission started investigation regarding alleged corruption in recruiting third and fourth class employees in district health department.
