Exorbitant fees at English medium schools

I'm a parent of a student who is studying at an English medium school in Dhaka. We were somehow managing the costs associated with our child's studies, but after the High Court verdict and subsequent government draft policy announced (as reported in the media), we were hopeful. But that has been shattered because we're still forced to pay exorbitant fees.

Now, my question is: wasn't the policy finalised and put into effect? We don't see any indication as my ward's school still charges exorbitant fees as they used to do earlier, and we're somehow forced to pay. Are English medium schools so powerful that they can even defy government and High Court orders?
