State Minister for Housing and Public Works Alamgir Kabir MP of yesterday blamed the building owners of the capital's posh residential area Defence Officers Housing Society (DOHS) for violating building code.

"Each and every house owners irrespective of party affiliation at old and new DOHS have changed the original design and plan of their buildings," he said this while he was inaugurating Abasan Mela (BD-Red Fair)-2005 at Engineers Institute auditorium.

The three-day real estate fair began with a view to increasing housing facilities to the Chittagong city dwellers. The Bangladesh Real Estate Directory organised the event.

"We expect respect for rules and regulations from the owners of this sensitive area, who are former members of disciplined forces," he said, adding "tendency to violate law is doing harm to the country."

He urged the developers to build apartments and develop plots for the middle and lower-middle class and the poor.

"Your basic objective should be rendering services to the people," he told the developers. He urged them to avoid the tendency of dilly-dallying in handing over plots or apartments to the buyers.

Kabir emphasised the need for enacting the building code and hinted at tabling a bill in this regard to the Jatiya Sangsad.

He said "Bangladesh is currently witnessing a silent construction-boom across the country without any building code and the enactment of a law is badly needed to deter such violation," he said.

BD-Red Editorial Board Chairman Wing Commander (Retd) AKM Ghulam Mustafa presided over the inaugural function.

Chairman of Parliamentary Standing Committee on Housing and Public Works Ministry Md Shahjahan Chowdhury MP, Additional Chief Engineer of Public Works Department Zahurul Haq Khan, BD-Red Chief Executive MD Yeasen Khan and BD-Red Media Coordinator Shamim Rahman also spoke.

About 58 firms representing different real estate companies and suppliers of construction materials, financial institutions are participating in the exhibition.

The fair is open to all between 10:00am and 8.00pm.
