They also stormed into local municipality office by breaking open the main gate, and tied one of the night guards.
But they fled the scene as people from adjoining areas rushed to the spot hearing the uproar of other guards.
Police quoting upazila parishad officials said an armed gang numbering seven to eight tied the night guards Mosharraf and Abul Kalam at gunpoint. Then they broke open 17 locks and 20 file-cabinets of different rooms and destroyed valuable papers.
The hoodlums however took no valuables or cash money from there, police said.
When contacted over phone, Upazila Nirbahi Officer Azizul Alam said, "As they took no valuables, the cause behind the incident is mysterious."
Deputy Commissioner Nurul Karim Majumdar and Superintendent of Police Akram Hossain visited the spots.
