Quota in cadre service for the disabled in one year

The government is going to implement one percent quota in Bangladesh Civil Service (BCS) for the physically challenged on the basis of competence in next one year, said Social Welfare Minister Ali Ahsan Mohammad Mujahid at a seminar yesterday.

The country cannot achieve its desired economic growth and human resource development keeping the disabled away from development activities as they constitute 10 percent of the total population, he added.

The seminar on 'Implementation of one percent quota for the disabled in the BCS' was organised by the social welfare ministry at the auditorium of the of social welfare directorate in the city.

The minister called upon all particularly the family members of the disabled persons to bring a change to mindset and show positive attitudes to help establish their equal rights.

He cautioned all concerned to remain alert so that no quarters could make fortune manipulating the issue of the disabled.

Executive Director of the National Disabled Welfare Association Abdus Sattar Dulu stressed the need for a congenial working atmosphere for the disabled.

President of the National Forum of the Disabled Khandaker Zahurul Alam urged the authorities concerned to take adequate measures to remove the obstacles that the disabled people practically face in performing their job.

He said the conflicting legal provisions in this regard have to be set right.

Former cabinet secretary and current pay commission Chairman Md Mujibul Haque said there should be adequate provisions for equal opportunity of the disabled not only in the public sector but also in the private sector.

"The society that fails to uphold the rights and status of the children and the disabled is still uncivilised," he added.

Managing Director of the National Disabled Development Foundation M Ishaq Bhuiyan said the government maintains 10 percent quota in 3rd and 4th class employment for physically challenged and orphans.

In a presentation, he said India reserves three percent quota in government employment, Japan reserves 2.1 percent in government service and 1.8 percent in private company employment, while in Thailand disabled people comprises eight percent of the employees of total companies.

Chaired by Social Welfare Secretary Kazi Monwarul Haque, the seminar was attended by Director General of Social Services Hafizul Islam Mian and senior officials of other ministries.
