Was the flooding in Haors avoidable?

On April 18, another haor, Huramandira, in Sunamganj was inundated, flooding vast farmlands. Within just this month, thousands of hectares of farmlands have been flooded in Sunamganj and adjacent haor areas.

Why is this happening every year? Why have the authorities been failing to protect the farmlands? What would happen to the farmers this year if nothing effective is done?
