How can a playground be turned into a police station?

Ratna, a community leader, and her teenage son were arrested for protesting the construction of a police station at Tetultala ground in Kalabagan. On April 24, Ratna went live on Facebook to show and protest Kalabagan police building a police station on Tetultala playground. For that Ratna and her underaged son were detained on charges of obstructing government work. They were released without charges around 13 hours later.

Is this aggressive action expected from the police? Is turning a playground into a station permissible?
