CEC cannot deal with 1 MP, how would he manage 300?

Chief Election Commissioner Kazi Habibul Awal said the Election Commission does not have the power to enforce a decision regarding a violation of the Electoral Code of Conduct.

What did he mean by that? Is it an expression of his helplessness?
