Urge to improve Communication, Coordination and Cooperation (3C's) among the justice sector agencies Improved Communication, Cooperation and Coordination (3C') among justice sector agencies can be the prime tool for reducing the case backlog in the criminal Justice delivery system in Bangladesh. The Justice Sector Facility Project (JSF), implemented by the Law and Justice Division, Ministry of Law, Justice and Parliamentary Affairs (MoLJPA) and Funded jointly by the UKAid (DFID) and UNDP- has organised a two day long workshop on22nd -23rd March, 2013 at Comilla considering the aforesaid concerted understanding. The workshop was chaired by the District and Sessions Judge of Comilla, Mr. A. R Masood while the event was graced by Mr. ASSM Zahirul Haque, the Secretary of Law and Justice Division, MoLJPA as Chief Guest and Mr. Syed Aminul Islam, Joint Secretary of Law and Justice Division, MoLJPA as a special guest. The opening day of this two day workshop started with the “inception and orientation to the Justice Sector Stakeholders” session and a second session titled “identification of issues and options” was held on the second day of the workshop. A number of 59 participants including 20 female participants from a diverse range of professional groups such as representatives from lower Judiciary, Law and Justice Division, Police, Prison, women and children affairs ministry, social welfare ministry, Local Bar Association, Rights based NGOs, Lawyers, district press club, UNDP etc. have attended the workshop and placed their valuable comments and suggestions. The Secretary of Law and Justice Division, Ministry of Law, Justice and Parliamentary Affairs stressed on the fact of delivering justice in a “timely, responsibly and sincere manner” as a precondition of improving the justice delivery system of Bangladesh while addressing the workshop. Syed Aminul Islam highlighted the importance of the justice sector and their coordination mechanism that need to be established and make it functional to identify bottlenecks and further develop the justice delivery system. The Chief Technical Adviser of the JSF project, Mr. Christian Eldon provided an audio-visual demonstration to the participants by briefing them on the objectives, outputs and goals of the project as well as sharing examples from other jurisdictions of the benefits and accomplishments of moving towards a more coordinated approach to budgeting and planning between the justice sector institutions. Representatives from Chief Judicial Magistrate Court, police, prison and Local Bar Association have presented and shared their respective agencies' data and recommendations in the areas of 3C's. This workshop also focused on intense group works and brainstorming on several issues related to improved 3C' in the pilot in the areas of investigation, children and women friendly judiciary, prison etc. All the participants expressed their deep commitment to contribute in the reduction of case backlog throughout the improved Communication, Coordination and Cooperation (3C's) among the justice sector agencies of Comilla. The JSF project aims to work intensely with the district level, central level and national level stakeholders of the Justice Sector of Bangladesh with goals including reducing the case backlog and improving the communication, cooperation and coordination among the agencies etc. The writer is field officer, Justice Sector Facility Project, UNDP Bangladesh.
