Due to lack of proper information all campaign efforts and resource utilisation go in vain and result in increasing violence while money and muscle take the place of merit.

Mohammed A Mansur, an expatriate ICT professional, has developed software 'SureWin Election Management and Monitoring System' that will encourage politicians to play a fair and constructive role to win elections.

With this software politicians will be able to win people's confidence in corruption-prone area not by money and muscle but through predefined suggestive steps, Mansur told The Daily Star in an interview.

"The system will not only predict the election results but will also help the participants build instant campaign strategies based on sample data collected over the period of time," Mansur said.

Mansur also said that this system would not just work for winning the elections but will also create awareness among politicians that not muscle and money but high-tech can play an important role in the national level politics.

The system is capable of generating a forecast based on collected data on how election campaign of a prospective candidate would impact in his/her constituency. A scoring system and comparison option among prospective candidates make easier for election management committees to make instant decision while choosing a better candidate to match opponents.

SureWin has four strategic election winning and campaign management options including election management committees (EMC), prospective member of parliament (PMP), opponents actions history (OAH) and public open forum (POF).

Under the system, representatives appointed by EMC will collect and store various sample data about all political parties, constituencies, prospective candidates and their rival politicians. This data will be stored in a server having a central database and can be accessed by designated persons through dialup connections.

With the stored data on SureWin, election-monitoring committee will be able predict a general election scenario of the country and make strategies to control the outcome of the election. EMC can also make a better judgment to select potential candidates to win in certain constituency based on a scoring system and data from public acceptance.

Based on collected data, the system would also suggest candidates to refrain from taking any action that may jeopardise their public favor and highlight negative activities of their rival in the public domain.

From previously collected data, EMC can retrieve not only their own activities irrespective of positive and negative, but the history of the opponent politicians and their corruption if any committed in the past. EMC and PMP can use these data to pull more voters into their side.

An election participant can get an overview of his/her constitution and cab also obtain the maximum public favors in a better way by analysing data provided by SureWin.

SureWin contains historical and demographic data as well as voters' need and expectation from the PMP. So, using this sample data PMP can set up options to obtain maximum votes among certain groups of people.

PMP module contains members' profile, their political data and activities. Each member will have a score-based on their activity ranging from 100 to + 100 where each constructive work has a positive point and destructive activity has a negative point.

Using this information PMP and EMC could eliminate negative workers/members to increase political support from voters. This is also helpful for popularity judging and their acceptance among general people.

SureWin is also consistence of OES (Opponent Election Summery) and EWS (Election Winning Strategies) to help trace and monitor corruption and illegal activities of opponents. These data will be collected and stored in the system from private and public record as well as newspaper cuttings to provide documentary evidence for the political leaders.

This is also helpful for preparing public speech. EMC and PMP will be able to prepare specific speech when they address different groups of people by analysing stored information.

Election winning strategy comes from public opinion form, which is generated from real people, real issues and real news. Through the Internet-based open forum, people can communicate with politicians and submit their complains as well.

"As politicians of developed countries are using technology in their campaigning purpose, we can do the same here in Bangladesh and we can start that with SureWin - an election winning system to help politicians to practice fair, constructive, positive and public favours politics," Mansur concluded.
